Infill development in Asheville's Central Business District (downtown) has been extremely limited in the 27 years since the city's Unified Development Ordinance was implemented. And yet, a limited supply of housing compared to exploding demand is the defining feature of the housing market in the area. Why isn't downtown infill exploding to match the demand?
